What the 2025 ban actually covered

The rule is narrower than the headlines suggested. Since 1 June 2025 it has been illegal across the UK to sell single use vapes, meaning devices that cannot be recharged and cannot have their pod or coil replaced.

A device stays legal if it is rechargeable and its pod or coil can be replaced. Being rechargeable alone is not enough, which caught out a few early workaround products. PIXL kits meet both tests, since the battery charges over USB Type-C and the pod and refill container are replaced as a set.

What is already law

Three things are settled and in force right now. Single use disposables have been banned since June 2025, the legal age of sale is 18 and UK limits cap pods at 2ml, nicotine at 20mg per millilitre and bottled e-liquid at 10ml.

The Tobacco and Vapes Act received Royal Assent in April 2026. That Act is largely a framework, meaning it hands ministers the power to bring in further rules later through secondary legislation rather than changing everything on the day it passed.

What is confirmed and coming

Several dated changes are already fixed in the calendar. A Vaping Products Duty of £2.20 per 10ml of e-liquid starts on 1 October 2026 and from 29 October 2026 the age restriction extends to zero nicotine vapes and nicotine pouches.

The duty is the change that will be felt soonest. VAT is charged on top of it, so the practical increase on a 10ml equivalent is closer to £2.64 rather than the headline £2.20.

What is only proposed

This is where a lot of the alarming coverage comes from. Plain packaging, restricting device colours, keeping vapes out of sight in shops and limiting flavour names have all been consulted on and none of them is law.

A consultation ran through the summer of 2026 and closed at the start of October. Consultation is a stage in a process, not an outcome. Anyone telling you flavours are already banned is ahead of the facts and it is worth treating confident claims about future restrictions with some caution until secondary legislation is actually laid.

What this means if you own a PIXL
